Windsor Passes Emergency Moratorium To Save Mobile Home Parks

The Windsor Town Council has passed an emergency 45-day moratorium to immediately halt any closure or major change at the town’s mobile home parks.

According to the Press Democrat, the unanimous vote came after emotional testimony from nearly 550 residents fearing displacement, particularly from Evergreen Mobile Estates, which recently announced plans to close.

The moratorium gives the town time to update its decades-old mobile home park closure rules.

Evergreen owner Nick Ubaldi strongly protested the move, calling it unconstitutional. However, Legal Aid of Sonoma County says the action provides essential “breathing room” for residents while the town works to protect its workforce housing.

The town now has 45 days to determine the long-term future of these communities.
